Background
The Global Action Plan for Healthy Lives and Well-being for All (SDG3 GAP) brings together 13 multilateral health, development and humanitarian agencies to better support countries to accelerate progress towards the health-related Sustainable Development Goals (SDGs), leaving no-one behind, including in the context of countries’ efforts to recover and rebuild from COVID-19, through closer collaboration. The SDG3 GAP was launched in September 2019 and a first progress report was published in September 2020.
As part of the “account” commitment within that plan, the agencies are currently seeking to establish a monitoring framework based on an agreed theory of change. In light of the initial commitment, and as part of the management response to the JEA, the Secretariat has developed a monitoring framework, with input from the signatory agencies (please find attached draft document). A key part of that framework is a consultation process in which country stakeholders are asked to comment on the extent to which countries are receiving better coordinated and more effective support that is better aligned with national priorities.
The agencies would like to include civil society feedback in that process and are interested to receive input and advice from civil society as to how that might be done. At the moment, the idea is that national governments, in-country civil society and the United Nations Country Team (UNCT) would each be asked to complete a simple questionnaire (probably annually). A draft questionnaire is included in Annex 2 of the proposed monitoring framework (p17 – first four questions only).
You are warmly invited to a feedback session, organized by CSEM in collaboration with the SDG3 GAP Secretariat and the Civil Society GAP Advisory Group on Wednesday, 3rd March at 9AM CET.
The SDG3 GAP Secretariat looks forward to receiving suggestions from civil society to further strengthen the draft monitoring framework before it is being finalized by the agencies.
