Dear colleagues,

 

This is a call for expressions of interest for civil society representatives ( 3 seat – 1 full and 2 alternates) and a youth representative (1 seat) to the Global Financing Facility Investors Group.  The positions are to be filled from April 2021 for a term of two years.  You will find below and attached all of the details you need to apply.  The deadline for application is 30 April 2021.  We look forward to receiving your applications.

 

Background

 

The Global Financing Facility in support of Every Woman, Every Child (GFF), launched in July 2015 is a country-driven financing partnership that brings together stakeholders in sexual, reproductive, maternal, newborn, child and adolescent health (SRMNCAH) under national government leadership.  The GFF is intended to provide smart, scaled and sustainable financing to accelerate efforts to end preventable maternal, newborn, child and adolescent deaths by 2030.

 

The Investors Group (IG), which is composed of the broad set of partners that are part of the GFF—including governments, civil society organizations, the private sector, UN agencies, Gavi, and the Global Fund—provides guidance to the GFF secretariat and support its work at the country level.  The IG meets twice per year and fulfils the following functions:

 

These functions are detailed in the terms of reference of the IG.

 

Civil society representation to the IG


The IG currently includes four civil society seats, two full and two alternates.  These representatives are selected through transparent application processes led by the GFF Civil Society Coordinating Group (CSCG) supported by PMNCH and with the support of the PMNCH NGO constituency.  Civil society representatives and alternates on the IG play a critical role in ensuring meaningful engagement of civil society in all GFF processes and that civil society perspectives are captured in the content of the work produced by the GFF.  This includes:

  • Participating in the overall functions of the IG, representing the diverse voices of civil society and youth.
  • Ensuring and supporting meaningful engagement of civil society and youth in GFF processes, including consultation with the broader constituency of civil society.
  • Conducting regular consultation and information sharing with CSOs and youth through engagement in meetings and calls of the CSCG, sharing and soliciting relevant information and feedback via the CSCG google group, webinars for civil society and youth before and after each IG meeting, and other outreach to CSOs, as needed.
  • Enhancing communication and transparency around GFF processes, to ensure that all interested civil society and youth stakeholders are well-informed.
  • Promoting and facilitating alignment with civil society engagement efforts in other relevant global initiatives and financing mechanisms (e.g. Gavi, Global Fund, UHC2030, SUN Movement).
  • Holding regular (minimum quarterly) calls or meetings with the GFF Secretariat to address challenges and opportunities for enhancing civil society engagement in the GFF.

 

Civil Society representatives and alternates to the IG are by default members of the steering committee of the CSCG, terms of reference available here

 

Criteria for Civil Society representatives

Civil Society representation is individual and dependant on organizational support.  The CS representatives should meet the following criteria:

Mandatory

  • Experience with GFF engagement at the country-level;
  • Experience with diplomacy or high-level engagement at either country or global levels;
  • Technical expertise in SRMNCAH with a preference on experience working on the continuum of care; country programme planning and health financing processes; and development financing, including innovative financing;
  • Demonstrated skills at public speaking in either English or French;
  • Ability to dedicate at least 10% FTE to the GFF and IG, including regular participation in calls of the CSCG Steering Committee;
  • Ability to represent their organization and the GFF IG in public fora; 
  • Fluent in English and/or bilingual in English and French

Desirable

  • Leadership or membership in a CSO coalition engaging in a GFF country;
  • Membership in other multi-stakeholder initiatives at the global or country-level civil society coalitions or youth networks and communities, e.g. Gavi, Global Fund, SUN Movement, UHC2030, FP2020 etc. 
  • Ability to work in two of the following languages from GFF countries: English, French, Portuguese and/or Spanish

 

Working Modalities and Expectations

 

IG representatives are expected to participate in all Steering Committee calls (1 hour each), which generally occur every other Tuesday at 10am ET, unless traveling or out of the office, intervene during bi-yearly pre and post IG webinars, participate in IG meetings which occur in April and November every year, participate in a range of advocacy events and IG and CSCG technical working groups. IG representatives  are also expected to review draft documents and recommendations, and support information-sharing and communication about the GFF and CS engagement at global, regional, national, and sub-national levels. The estimated time commitment is 4-6 hours per week (at least 10% FTE)  (slightly more in the lead up to GFF Investors Group and CSCG meetings in April and November of each year). These are not paid or reimbursable positions.

 

Youth representation to the IG


The IG has recently appointed one youth seat and one alternate youth seat.  The representative is selected through transparent application processes led by the GFF Civil Society Coordinating Group (CSCG) supported by the Partnership for Maternal, Newborn and Child Health (PMNCH) and with the support of the PMNCH Adolescents and Youth constituency (AYC).  Youth representative on the IG play a critical role in ensuring meaningful engagement of civil society in all GFF processes and that youth perspectives are captured in the content of all the work produced by the GFF.  This includes:

  • Participating in the overall functions of the IG, representing the diverse voices of youth.
  • Ensuring and supporting meaningful engagement of youth in GFF processes, including consultation with the broader constituency.
  • Conducting regular consultation and information sharing with youth through engagement in meetings and calls of the CSCG, sharing and soliciting relevant information and feedback via the CSCG google group, webinars for civil society and youth before and after each IG meeting, and other outreach to youth, as needed.

  • Expertise in SRMNCAH –and particularly adolescent health and well-being;
  • Regular access and engagement with youth networks working in SRMNCAH;
  • Ability to dedicate at least 10% FTE to the GFF and IG;
  • Ability to represent organization and GFF IG in public fora; 
  • Aged 27 years old or younger, with a preference for under 25;
  • Fluent in English (and proficiency in French)

Desirable

  • Experience in country programme planning and financing processes;
  • Experience and expertise in development financing, including innovative financing;
  • Membership in other multi-stakeholder initiatives at the global or country-level youth networks and communities, e.g. PMNCH AYC; Gavi, Global Fund, SUN Movement, UHC2030, FP2020 etc. 
  • Representing a GFF country

If interested in becoming a Civil Society representative to the GFF IG or a Youth representative to the GFF IG, please send a maximum one page expression of interest detailing why you are suited for this role, CV, and letter of support from your institution specifying an agreement for staff to spend at least 10% FTE on the GFF and IG, to: farr...@who.int by Friday, April 30th, 2021.  Expressions of interests for shortlisted candidates will be made public.  These candidates will be invited to a webinar on 25 May, 2021 at 9 am EST, 3 pm CET during which they will be expected to give a statement and answer questions
