Informal note by the Co-Chairs:
Advancing the Durban Platform
This note contains the revised draft by the Co-Chairs of an Ad Hoc Working Group on the
Durban Platform for Enhanced Action outcome on the planning of its work, which seeks to
reflect the interventions and submissions by Parties in 2012.
Possible draft decision of the 18th
session of the Conference of the
Parties
The Conference of the Parties,
Recalling decision 1/CP.17, which established the Ad Hoc Working Group on the
Durban Platform for Enhanced Action,
1. Welcomes with high appreciation the successful launch of the Durban Platform for
Enhanced Action and the workplan on enhancing mitigation ambition and the
progress that has been made in 2012;
2. Endorses the arrangement for the Bureau of the Ad Hoc Working Group on the
Durban Platform for Enhanced Action, as set out in document FCCC/ADP/2012/2,
paragraph 7, recognizing that this is an exception to rule 27, paragraphs 5 and 6, of
the draft rules of procedure being applied;
3. Notes that the Ad Hoc Working Group on the Durban Platform for Enhanced Action
has adopted its agenda
and initiated two workstreams: one on matters related to
paragraphs 2–6 of decision 1/CP.17, and one on matters related to paragraphs 7–8 of
the same decision;
4. Determined to adopt a protocol, another legal instrument or an agreed outcome with
legal force at its twenty-first session and for it to come into effect and be
implemented from 2020;
5. Equally determined to identify and to explore options for a range of actions that can
close the ambition gap with a view to ensuring the highest possible mitigation
efforts by all Parties;
6. Welcomes the plan of work of the Ad Hoc Working Group on the Durban Platform
for Enhanced Action as contained in document FCCC/ADP/2012/L.X (draft
conclusions, below);
7. Urges Parties in a position to do so to provide financial contributions for the work of
the Ad Hoc Working Group on the Durban Platform for Enhanced Action,
especially its sessions in 2013 and in subsequent years.
Possible draft conclusions of the ADP at its resumed first session
1. The Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP)
expressed its appreciation for the inputs by Parties and admitted observer
organizations
and welcomed the exchange of views among the Parties during its
first session, as well as during the informal additional session held in Bangkok,
Thailand, from 30 August to 5 September 2012, and the summaries prepared on the
ADP roundtable discussions.
2. Drawing upon the inputs and discussions referred to in paragraph 1 above, the ADP
has planned its work in accordance with decision 1/CP.17.
3. The ADP expressed its determination to complete its work as early as possible and
no later than 2015.
4. The ADP agreed to hold sessions in 2013 in conjunction with the thirty-eighth
sessions of the Subsidiary Body for Implementation (SBI) and the Subsidiary Body
for Scientific and Technological Advice (SBSTA), the nineteenth session of the
Conference of the Parties (COP) and the ninth session of the Conference of the
Parties serving as the meeting of the Parties to the Kyoto Protocol [, as well as an
additional session to be held in Bonn, Germany from [Monday, 29 April to Friday, 3
May 2013][Monday, 9 September to Friday, 13 September 2013]].
5. The ADP also agreed to hold at least two sessions in 2014 and 2015 in conjunction
with the sessions of the SBI and the SBSTA and the COP. The ADP will determine
the need for any additional session in 2014 before the end of 2013, and the need for
any additional session in 2015 before the end of 2014.
6. The ADP agreed that it needs to move towards a more focused mode of work during
2013.
7. The ADP decided to hold in-session roundtable discussions and workshops in 2013,
and invited the Co-Chairs to suggest, in early 2013, for the consideration of Parties
detailed arrangements and areas of focus for the roundtables and workshops, taking
into account the submissions received.
8. Under workstream 1, relating to a post-2020 agreement, the ADP invited Parties and
admitted observer organizations to submit to the secretariat, by 1 March 2013,
information, views and proposals on the further work of the ADP, with a particular
focus on 2013.
9. Under workstream 2, relating to pre-2020 ambition, the ADP invited Parties and
admitted observer organizations to submit to the secretariat, by 1 March 2013,
information, views and proposals on national and international actions, initiatives
and options to enhance ambition and on the implementation of the workplan on
enhancing mitigation ambition, with a particular focus on 2013.
10. The ADP requested the secretariat to make available on the UNFCCC website the
submissions referred to in paragraphs 8 and 9 above.
11. The ADP further requested the secretariat to prepare a technical paper compiling
information on the mitigation potential of actions, initiatives and options to enhance
mitigation ambition identified in the submissions referred to in paragraph 8, above.
The ADP requested the secretariat to make this paper available before its session to
be held in conjunction with the thirty-eighth sessions of the SBI and the SBSTA.
12. The ADP invited Parties and admitted observer organizations to provide
information, views and proposals on the work of the ADP before each session.
13. The ADP agreed to consider elements for a draft negotiating text no later than at its
session to be held in conjunction with the twentieth session of the COP, to be held in
2014, with a view to making available a negotiating text before May 2015.
14. The ADP noted that it may further elaborate its plan of work , in accordance with
decision 1/CP.17 and in the light of any subsequent decisions of the COP that
establish additional mandates to be undertaken by the ADP.
15. The ADP decided that its work shall be informed of the work of the permanent
subsidiary bodies and other relevant bodies under the Convention.
16. The ADP underlined the importance of ministerial engagement, including on matters
related to the Durban Platform for Enhanced Action.
17. The ADP took note of the need for financial contributions to allow the secretariat to
make the necessary arrangements for the work of the ADP[, especially its session to
be held from [Monday, 29 April to Friday, 3 May 2013][Monday, 9 September to
Friday, 13 September 2013]]. It invited the Executive Secretary to make the
necessary arrangements to facilitate this session to be held in Bonn. It noted that in
the absence of sufficient voluntary contributions or pledges by [deadline] it would
not be possible for the secretariat to make the necessary arrangements and may
involve cancellation charges for facilities booked].
