Dear all on lost and damage:
Scenario 1: agreed work program to elaborate options of an international mechanism to adress loss and damage , results to be presented in 1 year
Message: Good progress in the right direction, namely to establish such mechanism in the near future. Fundamental priority for vulnerable countries and people, in particular in low lying islands and other high risk areas . They deserve the full support of States and the community of states in order to protect and fulfil their most fundamental right to survie and to live in dignity
Scenario 2: less than a work program with a strong mandate to work out a mechanism:
Harsh failure of developed countries to take responsibility and to act in solidarity with those countries and people who suffer from the adverse imopacts of cc the most. Inaction is Failure to act in common but differentiated responsibility and the fulfilment of the do no harm principle

As agreed we should provide bullets for the end message, which some of our colleuges can take forward. Sorry for the delay.
Ariel has sent a proposal on finance.
Thomas will send on loss and damage/adaptation
And here is my proposal for low carbon development. We agreed to cover to possible scenarios:
Scenario 1 - no outcome
* Very unfortunate, COP18 will be a parenteses in the history of climate talks.
* 2012 is a lost year
* Important to note that the result (no outcome) is due to lack of ambition. the progressive parties lost.
* Hope all parties can use this to refelct. We can't tacle climate change with talks wihtout ambition, Too serious issue.
* Now parties need to go home and increase domestic targets. Meet again next year, must be more positive approach.
Scenario 2 - weak outcome, low ambition
* Science was clear prior to COP18. Climate change is getting more serious
* Still western parties have not changed their positions. Same ambition as previous years.
* COP18 did not deliver a step forward towards low carbon development for the world.
* We welcome a new commitment period for kyoto protocol, but not because of the effect on climate but because it is a key brick in the political game towards a global agreement.
* Developed countries, especially Poland, has done what they can to water down the KP agreement.
* Key problem is that parties still have to low mitigation targets. This must parties reflect on, and bring home. Urgent need for national efforts to increase ambition
* The ones effected by a negative result in Doha, are the poor people who are directlyl affected by climate change around the world
