AWG KP Stock taking notes
-Chair intends to close on Wednesday
Report from facilitagtors:
-eligibility to mechanisms still unresolved
-3 options are still on the table for AAU carry over (2 options are discussing a merging of their options)
-streamlined the text on legal matters – there are paragraphs remaining for tactical reasons
-provisional application – we should arrive soon in a limited amount of clear proposals
-there are 3 different ways to handle the decisions (opting out, opting in, decisions)
-speeding up the ratification (para3-5 CMP2) – consideration include timelines
-overall constructive spirit in the consultations but we need progress. Huge amount of work have to be done in the spin off groups
-we get the final text proposals today
Status of negotiations in brief:
1. CP2 Length and QELROS ambition – divergent
2. Legal continuity from1/1/13 – fewer options possibility of convergence
3. Operational continuity for A1 CP2 parties from 1/1/13 – need for time to negotiate. Several proposals are on the text
4. Eligibility for non-CP2 to mechanisms– divergence. No compromise option in sight
5. AAUs – proposals on the table, still complex sensitive political issues
PARTIES’ REACTION
EU: Convinced that we cant move on without the ministerial interventions.
Philippines:
- we must achieve high level of ambition for CP2 to become meaningful. Deeply worried that the ambition and means of implementation also in LCA is not progressing
- we have worked hard in the G77 to come up with some proposals on KP e.g AAU.
- We understand that there are political issues – but we have to consider what our ministers will think if we bring the issues as they are to them…all they will see is lack of ambition
ST LUCIA (AOSIS)
-Ambition: UNEP GAP Report, WB report all call for action
-we cant leave here without ambition – that would be irresponsible. We cant leave here without ambition!
-why are some parties staying at the lowest end of the pledge ranges. Why cant these parties move up here in Doha?
-ADP is working for an agreement applicable to all…why are EU, Switzerland and Norway asking for low end of ambition. Help us know what we have not done from our end to make you increase your ambition
In summary:
The issues are still very difficult to resolve and while there is a general view that the politicians might help, some developing countries think the technical negotiations have not advanced sufficiently for a political intervention. There will be two spin
off meetings on the issue of numbers later today and we shall see how mush progress will come out.
