Announce: 3.4.0 build released to Sourceforge

Hello All,

We are happy to announce the 3.4.0 release of the ControlTier
distribution.

This release is the the result of the short 3.3 dev cycle which mostly
focussed on consolidating the "elements" and "core" libraries into a
single standard distribution.
There were also a number of refinements and bug fixes, as well as some
work to support a simplified out-of-the box experience.

We've created a 3-4-support branch to accommodate any bug fixes for
later 3.4 releases.
