Hello,
Apologies for a slight delay in response as I was attending ICT-Teacher Education EFA conference.
We must thank Mr. Goswami for being the rapporteur for this workshop.
To help Mr. Goswami finalize this report, it is shared with team for review, addtions etc.

Quality Review Workshop for Course Leaders

Report

 

Quality Review Workshop for Course Leaders was conducted on 27th May 2012, 0930-1700 hrs, at the Habitat World, New Delhi.

The main agenda was to defining programme specific OER & Learning Outcome Standards, Review of Content & Design for presented Units and Development of Quality Practices Checklist for a Post Graduate Diploma in Elearning .

Workshop was initiated by Dr. R. Sreedher, Director CEMCA, Chaired by Prof. Durgesh Pant, Director, UOU, Dehradun Campus and conducted by Prof. Sanjay Jasola,VC, GEHU, Dehradun. The following participated in the workshop:

Dr. Rajendra Mishra, CEC_UGC promised to share his paper on quality as he could not attend due to urgent requirements.

Opening Session:

Addressing Opening session Prof. Durgesh Pant announced that the programme got approval from the Board of Studies (BOS) in School of Computer Science & IT, Uttarakhand Open University to launch the programme from the upcoming July 2012-13 session.

The convergence of media and technology in a global culture is changing the way we learn and challenging the very foundations of education. It was suggested by the experts that structure the programme to maintain verity and flexibility, Use of platform independent technical tools on pedagogy. 24X7 access to the content changes the learning paradigm and reachable to the millions of peoples across the world.

 

Demonstration of template:

 

Mr. Yogesh Munjal illustrated the template draft shared as http://wikieducator.org/Template:OER-UOU-eLearning and demonstrated the page creation based on that template.

Embedding of some multimedia elements (video, Audio etc.) with text is not supported by the WikiEducator right now, so subsequently it is proposed to integrate along with JavaScript.

Demonstration of Easy Now by Dr. Sreedher should be included

Content creation (adapted ?) phases:

 

It was resolve that the Content will be prepared in three phases, in the first phase The OER Content will be created and subsequently in other phases SLIM and Hindi version of the content will be produced.

 

Redundancy of topics:

 

The experts suggested that the redundancy of the similar topics should be take care off and if it is required then the course leaders/writers has to discuss that what and how much content has to be deliver in the particular course/unit to avoid redundancy of the similar content in the OER material.

 

It was resolved that the static content (pedagogy/theories) will be same and tools & technologies changing frequently can be dynamic.

(As in the earlier meeting it was decided that the programme will promote only Open Source Technologies & tools.)

 

Categories suggested by Prof MM Pant should be added

 

Assessment in units:

 

The assessment (Self assessment exercises/Assignments/Quizzes) mechanism in unit is done by the content writer and it was suggested that they can follow IGNOU’s model.

 

Credit/s for the unit:

 

Credit for the every unit is decided by the course leaders.

 

It was resolved that the available OER resources can be adapted by the course writers.

Programme/Course Objective:

 

Please report your views on discussions about outcome vs objectives

 

The experts suggested that the objectives of each course and programme should be clearly stated and it is resolved that the objectives of the programme are:

  1. Learner can identify the eLearning content
  2. Learner can navigate the eLearning content
  3. Learner can use the eLearning content
  4. Learner can Apply to create the content

 

The programme can divided into two levels/semester, in first the learner is cable of identifying e-learning, awareness of elearning, use of elearning, can demonstrate, navigate e learning space, categorize and in second level/Semester learner is able to create elearning content. On the successful completion of first level/Semester Student can be awarded as a certificate/Diploma and on completion of second level/Semester student can awarded as Post graduate diploma.

 

In the project learner is expected to develop eLearning content with the use of multimedia elements.

 

The expert suggested that the content creation must be first priority due to the short time interval the programme is already announced by the university.

 

Identifying course title is done by the unit write/ course leader.

 

It was resolved that the tool to develop elearning OER content will be Wikieducator later on it can be done with CEMCA.

 

Integration Team: Quality review team and Technical integration team

 

A integrating team is constituted for Course Integration, University Context & Quality Assurance with the following members:

The Integration team will integrate the content after the content is developed and reviewed by the course leader.

The following parameters are suggested for the Quality assurance:

  1. Quality:
    1. Content should be of quality with well supported mechanism.
    2. During content development target learner should be kept in mind.
    3. Content developer can have a look into CEMCA’s QA checklist.
    4. Language of the content will be simple and unambiguous, so that it can capture the essence and meet the objectives of the programme.
  2. Content :
    1. Home page design must be done very carefully and correctly.
    2. Content should be Simple and detail enough.
    3. There will be a common standard of formatting the content e.g. Font, style, Size, hyperlinks and multimedia elements.
  3. Delivery platform:
    1. The appropriate delivery platform must be chosen to ensure the consistent look & feel.
    2. System requirement and software requirement should be very clearly stated.
  4. Services:

An appropriate mechanism for handling student support e.g. query, suggestion, conference etc.

  1. Evaluation:

On going assessment of the student is important. The following points should be well addressed because evaluation is the most important part of any academic cycle in which student goes through:

    1. Who will write assignments?
    2. Who will evaluate?
    3. What is the period of evaluation?
    4. How the feedback is given to the student?

 

For the quality assessment the experts suggested that CEMCA Quality checklist booklet can guide the course leaders/writers for the quality of the OER content.

 

It was resolved that for the quality review will be done in two phases, In first phase the content will be reviewed by the course leader and later on one expert committee will be constituted for the overall Quality assessment.
