Can consul discover services across data-centers without using mesh gateway?

Can I register two services ( let's say  SVC-A  and SVC-B ) in two different data-centers ( let's say DC1 and DC2 ), and if SVC-A  has an upstream dependency on SVC-B,

can the sidecar proxy of SVC-A, discover SVC-B, if I configure the upstream definition as
