Question on house plan and need an Architect referral

We are planning to construct a small house for my parents. We
consulted an Architect and from what we understood, he said that the
new rule doesn't allow a house to be constructed on the ground floor.
Instead, only garages must be constructed on the ground floor and the
house must be built on the 1st floor. Is this true? Can someone who
has got their plan approved within the last 1 or 2 months confirm
this? Also suggest what they did to bypass this rule.

In order to build even open space on the ground floor using pillars
will cost us about 10 lakhs and another 15 lakhs to build a 9 sqs
house. The new rule doesn't make sense. What if the residents are aged
and are unable to climb up/down the stairs? I've emailed BBMP PRO.
Hopefully, he/she responds.

Also, if you could please refer a good Architect (with reasonable
fees), that will be of big help.

Hi
There is nothing such rule in BDA,BBMP,CMC. All your construction area
in ground or in first floor is calculated using bye law table. In
general you get 1.5 to 2.5 FAR in many areas and 40 – 60 % ground
coverage. You can very comfortable built in ground floor and plan the
first floor for future expansion.
At present scenario the construction cost will be ranging between
12,000/- to 16,000/- per sft with decent finishes
