My comment:

Proposition 122 omits several critical components such an effort requires:

1. It does not provide a neutral forum to decide for particular federal actions whether they are unconstitutional.
2. It does not provide for enforcement of noncooperation by state actors.
3. It does not provide for paying for the legal defense of state actors who refuse to comply with federal actions.
4. It does not provide for resistance that is obstructive and not just noncooperative.
