While you can get accent from Symbols, here are some of these shorcut
which can be time saving for laptop users ...

To get accents on your letters, type ' (single quote) then followed
by letter e. e.g. é acute

e.g type ` followed by e --> è e grave
e.g type ~ followed by n --> ñ tilde
e.g type , followed by c --> ç cedilla
e.g type " followed by a --> ä umlaut
e.g type ^ followed by a,e,i,o,u --> circumflex

Yes you can, but you must install the language dictionaries before you
can switch language dictionaries (contact IT for if you have problem
with installation).

To change default languages:
1. Choose File, Preferences, User Preferences.
2. Click International, Spell Check.
3. Click the Install Dictionary button.
4. Select a language from the "Select Language/Dictionary" list and
click OK.

You can also set your lotus notes to automatically spell check all
mails to be sent by:
1. From you inbox, go to Tools, Preferences, and enable Spell Checking
on Mail/Basics Tab.

If you want to spell check only selected mails, then use Deleivery
Opitions while sending your mail...

Hope the above will help.
Cheers.
