The people on your team each need a user account before they can sign in and access Microsoft 365 for business. The easiest way to add user accounts is to add them one at a time in the Microsoft 365 admin center. After you do this step, your users have Microsoft 365 licenses, sign in credentials, and Microsoft 365 mailboxes.

If you're a global or user management admin of a Microsoft 365 for business subscription, you can create up to 50 custom user views to view subsets of users. These views are in addition to the standard set of views. You can create, edit, or delete custom user views, and the custom views you create are available to all admins.
You can create and edit your custom views in the Custom filter pane. If you select multiple filter options, you get results that contain users who match all the selected criteria. The following example shows you how to create a custom view named "Canadian users" that shows all users on a specific domain who are in Canada.
D - Assigned product license Choose from a drop-down list of licenses that are available at your organization. Use this filter to show users who have the license you selected assigned to them. Users may also have additional licenses.
Unlicensed users Select this box to find all the users who haven't been assigned a license. The results for this view can also include users who have an Exchange mailbox but don't have a license. To track those users specifically, use the filter Unlicensed users with Exchange mailboxes or archives. The results for this view can also include users who have an Exchange archive, but don't have a license.
Unlicensed users with Exchange mailboxes or archives Select this box to show user accounts that were created in Exchange Online and have an Exchange mailbox, but weren't assigned a Microsoft 365 license. The results of this filter include users who have or who were assigned an Exchange archive.
On the Custom filter page, enter the name for your filter, choose the conditions for your custom filter, and then select Add. Your custom view is now included in the drop-down list of filters.
After you add a user, you get an email notification from Microsoft. The email contains the person's user ID and password so they can sign in to Microsoft 365. Use your normal process for communicating new passwords. To register, students need to create a Microsoft Office 365 Education account (@PersonalMicrosoftSoftware.ucla.edu) which will be part of the username for the account and does not have a fully functioning email address associated with it. I tried to create Microsoft 365 developer account from India, but there was no option populated to select country "India (+91)" while verifying mobile numbers. so In fact all Indian developers can't create M365 developer account right now and this has been disappointing us. Could you please make the country India (+91) available on the drop down list, while verifying mobile number. so that we can create M365 developer account. kindly treat this on high priority and assist us. People ask me if they can use it and I've been saying that you can use the Power BI Desktop but would need an Office 365 account to use the Power BI Service to publish and access the data on the web. But is this actually true.
Basically I know someone who is really keen to use Power BI but doesn't have Office 365. Can they use it? No need to get bogged down in which features are available in this thread - just can they write a basic report in the Desktop version and publish to the Power BI Service for access online?
Once an AAD account is created, licenses can be attached to that account. All accounts can be provided the Power BI Free license for free. If you provide that account with a Power BI Pro license, then that user will get access to Pro features. An Office 365 license is not needed nor required in order to use Power BI Pro.
That question has come up multiple times and not sure there has been a clear resolution. I think the best thing for them to do would be to sign-up for a free trial on the site and go for it. If it lets them use it, great. I have a feeling though that behind the scenes it is provisioning an O365 account even if you don't know it.
Signing up for a free trial sounds odd. I assume you mean a free trial of Power BI rather than Office 365. But then what are they signing up a for? A free trial of free software or a free trial of pro features (which they don't want, at least in the first instance).

Someone outside the company, liked it and wants to use it in his 3 employee company, but has no MS licencing products... is there a free - low cost path to recomend to them? a monthly fee is too much for this company and they wont be able to go that route but work ok if its sommething they can pay once, and host any database locally ...
I did not accept this as the solution!! I assume the moderators did, but I did not! In fact the solution does not answer the question I asked. I wanted to know if non office 365 user can use Power BI. My question is NOT related to Pro features in any way at all.
Letting anyone other than the question asker mark an answer as solved is surely bad practise and I'm losing trust in the other 'Accepted' solutions I see on this forum now.
I've just purchased Pro Licences for an organisation without O365, but were advised that i need a Tenant assigned to the onmicrosoft domain was needed. Now I'm stuck (apparently) as I need to assign thees licences to the company domain, but it's proving to be much harder than I thought it would be...
Thank you for clearing up this question. I have little experience of O365 or the admin portal for it, which doesn't help.
With some help from others at work we were able to figure it out and are now happily using Power BI. It's very good.
Gain access to Microsoft programs such as Word, Excel, PowerPoint, as well as your student email (through Outlook), through your My Hunter Office 365 account. Use these programs online or download them to your computer.

CUNY security policy does not allow for the automatic email forwarding to another account. As an alternative, you can easily synchronize your new email on your smart phone or tablet. Documentation is available on how to do so as well as other alternatives.
