Pub key passphrase issue over 3G

Apologies if this has been answered elsewhere, but a short search didn't yield an answer.

I am having problems connecting to my home automation server over 3G using public keys. I have generated and added the correct keys and distributed them to 
the various authorized_keys files and I can connect with no issues over wifi via a DCHP ip address > never asked for passphrase.

However when I login via 3G to via a 'no-ip.org' hostname I am asked for my public key passphrase > this only happens once per session, I can close and open the connection as often as I like but when I exit connectbot (or reboot the server/phone) I am once again asked for a my passphrase. 

My sshd.config is set to only use key authorisation so without a reliable (and automated) login setup my scripts cannot run automatically.

Just had another dig around and it seems that I cannot in fact login without a passphrase when in a new 'session'. I guess that connectbot requires the key to be 'unlocked' at least once before it allows connections using it.

New query then, is there any way to instruct connectbot to keep the key 'unlocked' without totally removing the passphrase (pretty important for an ssh connection on -p 22
