Connectal 15.03.6: more portals, and another driver update

We decreased the address range used by a portal from 16 bits to 12 bits so that we could have more portals in a design.

This required driver updates for pcie and zynq. If you install connectal from packages, the pcie driver will be updated automatically.

I released new zynq binaries, with instructions here:
