I also noticed it resulting to the stuck startup when I just recently updated my Windows including the update for the intel driver which I have not yet installed (because I know that once I did, I would have to do a lot of recovery and repair to the opearting system for the nth time).
And now I really feel stressed over this because I have been formatting my laptop for the second time, and the last time was with the update of the intel driver. I was back at the stuck startup again and I really had enough of it.
I understand that you are having an issue installing your graphic drivers. After formatting the drive and installing the Intel graphic driver you have a startup issue. Did you use the Recovery Manger to format and reinstall Windows 7?
Your solution is kinda similar to what I did. I updated the two standard vga drivers from the device manager. But only the amd was updated. (Just like you said and i think i did this during the safe mode???)
Then i installed the drivers based on the chronological order on the link. The laptop restarted several times then the windows suddenly updated... And for a few times, I had to restart the windows manually because it was getting stuck at startup again.
I wasn't sure if the intel graphics driver was included with the update but when i installed another drive from the link, it says that the windows was successfully installed after restarting. I also experienced blue screen once but i wasn't sure if this was during my latest installation.

Then I uninstalled Intel from Device Manager using Safe Mode then restart for a few times using F8-Start Windows Manually. It suddenly passed through the startup then back to the last restore point. It's now working fine.
But is there anyway I can avoid it to happen again? Months before, my screen would lose its display, turn black, then return the display on screen. Then a bubble would say that the display driver AMD has stopped and has recovered, or something like that. Then the screen would freeze when I am using Google Chrome mostly so I would have to restart my laptop. That's when my laptop started freezing at startup.
I am glad you are back up and running. You should only install HP recommended updates and Windows updates for the computer. If you install an updated driver from the manufacturer's site it may not be entirely compatible and can cause issue. HP may alter a specific driver so that it does work correctly which the manufacturers would not do. As all is working well, I suggest you create a restore point for future use, should an issue arrive.

Hello, recently I started having a recurring problem, my drivers keep crashing when I'm playing games (War Thunder, CS2, Stormworks, etc), the games will suddenly crash, then the screen goes crazy, then some errors about space will show up (even though I have >3gb free in every disk) and then, when I try opening the AMD drivers, an error shows up that says "the version of AMD software that you have launched is not compatible with your currently instaled AMD graphics drivers", I have tried multiple times to reinstall the software, and it runs perfectly for a couple of hours/days but eventually the same error occurs
for god sakes amd fix ur broken drivers im so sick of it better i pay 100 more for a gpu than to deal with ur crap jesus i have unstall and install ur broken drivers over 10 times this week do something !!! losing faith with ur stupid drivers issues
I am getting this exact same thing. Its Windows being dumb and installing a different display driver and overriding your up to date official AMD one. If you have an AMD chip or AMD onboard graphics card, this will happen.
This is whats weird for me, my screen saver of all things some how activates Windows to update my display driver. I am going to reinstall the proper driver, and disable the onboard graphics and see if that does the trick.
this is exactly the same thing that happens to me. I tried every solution. the 23.10 driver was okay until I updated to 24. in this one crashes was not that much maybe once a week. but after updating to 25.4.1, it crashes instantly when card is 100% utilized. I tried ddu to remove both amd and nvidia drivers and a fresh install. I tried undervolting and decreasing the frequency. I tried every gaming option on amd software by switching on or off. i tried older driver versions too but it seems that the 25.4.1 did some thing to the card itself. So I disconnected my 6700xt and rolled back to my 1050 ti until amd releases a stable driver
