confluent-kafka-dotnet SSL Handshake error.

Hi there!

I want to ask if there is someone who controls and prioritizes issues in confluent-kafka-dotnet git repo?

I'm asking because i'm participating and monitoring github issues about 'SSL Handshake error' in dotnet driver not less than half of this year. This issue is pretty critical for using SSL and other Security benefits of kafka 0.10+
But unfortunately this half of year this issue wasn't fixed. We are using Confluent platform in prod environment, but SSL Handshake Error blocks us to upgrade to latest Confluent version.

Following up here for completeness regarding the SSL issues:

The underlying issue with proper thread support for OpenSSL on Windows has been fixed in librdkafka and we're working on a new release which will be available within the next couple of weeks.
