ISO 15765-2,[1] or ISO-TP (Transport Layer), is an international standard for sending data packets over a CAN-Bus. The protocol allows for the transport of messages that exceed the eight byte maximum payload of CAN frames. ISO-TP segments longer messages into multiple frames, adding metadata (CAN-TP Header) that allows the interpretation of individual frames and reassembly into a complete message packet by the recipient. It can carry up to 232-1 (4294967295) bytes of payload per message packet starting from the 2016 version. Prior version were limited to a maximum payload size of 4095 bytes.

ISO-TP can be operated with its own addressing as so-called Extended Addressing or without address using only the CAN ID (so-called Normal Addressing). Extended addressing uses the first data byte of each frame as an additional element of the address, reducing the application payload by one byte. For clarity the protocol description below is based on Normal Addressing with eight byte CAN frames. In total, six types of addressing are allowed by the ISO 15765-2 Protocol.

ISO 15765-4:2011 specifies requirements for controller area networks (CAN) where one or more controllers comply with on-board diagnostics (OBD) or world-wide harmonized on-board diagnostics (WWH-OBD) regulations. The network presumes the use of an external test equipment for inspection and repair diagnostics, as defined by the regulations. The CAN network requirements for the vehicle and the external test equipment are based on the specifications of ISO 15765-2, ISO 11898-1 and ISO 11898-2.

ISO 15765-4:2011 places restrictions on those International Standards for the fulfilment of the regulations. It does not specify in-vehicle CAN bus architecture, but seeks to ensure that the vehicle's regulated CAN communications comply with external test equipment requirements.

ISO 15765-4:2011 defines the requirements to successfully establish, maintain and terminate communication with a vehicle that implements the requirements of the OBD/WWH-OBD regulations. Plug-and-play communication capabilities among vehicles and test equipment are defined to assure the interoperation of external test equipment and vehicles. ISO 15765-4:2011 details all of the OSI layer requirements to achieve this goal.

ISO 15765-4:2011 is the entry point for DoCAN (Diagnostic communication over CAN). Based on the results of the initialization, the external test equipment determines which protocol and diagnostic services are supported by the vehicle's emissions-related system:

In both cases the ECU responds using its own specific physical response ID. ISO15765-4 defines a list of 11-bit and 29-bit identifiers for this purpose. If Any OBD Resp ID is selected, OpenECU Calibrator automatically receives data from any of those standard IDs. Otherwise it listens only on the specific physical response ID you specify.

Some non-powertrain ECUs may use ISO 15765-2 Extended or Mixed addressing modes, in which the first CAN data byte is a Target Address or Network Address Extension. Use the Use Extd TAs in such cases. Any OBD Resp ID cannot be used if extended addressing is in use, but the Any resp TA option can be used to accept any message from the correct physical response ID regardless of its target address.

Note: OpenECU Calibrator supports the reception of ISO 15765-2 messages from multiple bus nodes simultaneously, which you would expect to receive on a vehicle with more than one OBD ECU if you send a functional request for which more than one ECU has relevant data.

15761. The special election shall be called by ordinance by eachboard of supervisors. The ordinance shall specify the purpose andtime of the election, establish the election precincts, and designatethe polling places and the names of the election officers for eachprecinct. The election shall be held on the next establishedelection date not less than 74 days after completion of publicationof the ordinance.15762. The ordinance calling the election shall be published in theunincorporated territory pursuant to Section 6062 of the GovernmentCode. If no newspaper is printed, published, and circulated in theterritory, publication shall be made in a newspaper printed andpublished elsewhere in the county and deemed most likely to givenotice to the electors of the territory. The notice of election shallalso be posted in at least two public places in each precinct withineach unincorporated territory in which the election is held for atleast 10 days prior to the election.15762.1. Within five days after the district formation election hasbeen called, the legislative body which has called the electionshall transmit, by registered mail, a written notification of theelection call to the executive officer of the local agency formationcommission of the county or principal county in which the territoryor major portion of the territory of the proposed district islocated. Such written notice shall include the name and adescription of the proposed district, and may be in the form of acertified copy of the resolution adopted by the legislative bodycalling the district formation election. The executive officer, within five days after being notified thata district formation election has been called, shall submit to thecommission, for its approval or modification, an impartial analysisof the proposed district formation. The impartial analysis shall not exceed 500 words in length andshall include a specific description of the boundaries of thedistrict proposed to be formed. The local agency formation commission, within five days after thereceipt of the executive officer's analysis, shall approve or modifythe analysis and submit it to the officials in charge of conductingthe district formation election.15762.2. The board of supervisors or any member or members of theboard authorized by the board, or any individual voter or bona fideassociation of citizens entitled to vote on the district formationproposition, or any combination of such voters and associations ofcitizens, may file a written argument for or a written argumentagainst the proposed district formation. Arguments shall not exceed 300 words in length and shall be filedwith the officials in charge of conducting the election not less than54 days prior to the date of the district formation election.15762.3. If more than one argument for or more than one argumentagainst the proposed district formation is filed with the electionofficials within the time prescribed, such election officials shallselect one of the arguments for printing and distribution to thevoters. In selecting the arguments, the election officials shall givepreference and priority in the order named to the arguments of thefollowing: (a) The board of supervisors or any member or members of the boardauthorized by the board. (b) Individual voters or bona fide associations of citizens or acombination of such voters and associations.15762.4. The officials in charge of conducting the election shallcause a ballot pamphlet concerning the district formation propositionto be voted on to be printed and mailed to each voter entitled tovote on the district formation question. The ballot pamphlet shall contain the following in the orderprescribed: (a) The complete text of the proposition. (b) The impartial analysis of the proposition prepared by thelocal agency formation commission. (c) The argument for the proposed district formation. (d) The argument against the proposed district formation. The election officials shall mail a ballot pamphlet to each voterentitled to vote in the district formation election at least 10 daysprior to the date of the election. The ballot pamphlet is "officialmatter" within the meaning of Section 13303 of the Elections Code.15763. The election shall be held and conducted, the returnscanvassed, and the result declared by the board of supervisors in themanner provided by general law for such elections in the particularsin which provision is made therefor, and in all other respects inthe manner provided by law for the holding of special electionswithin such counties.15764. The proposition submitted at the election shall be statedupon the ballot substantially as follows: "Shall _______ public utility district (naming it) be organizedpursuant to Division 7 of the Public Utilities Code. Yes ( ) No ( )"15765. Within five days after the result of the election isdeclared, and the order is made where required, the chairman of theboard of supervisors of each county in which the election is heldshall make and execute a certificate, signed by him as such officialand authenticated under the seal of the county, setting forth theproposition submitted to the electors, the fact of such submission,and the result of the election as so declared. The certificate shallbe made and executed in duplicate, and shall be delivered induplicate without delay to the board of supervisors of the county inwhich the proposed district, or the greater part of its population,is situated, or to the clerk of such board.
