Simple 2 steps.

1. Need to write a c interface program which can return session info using session ID.

2.Execute the command as system command  from JavaScript or cgi script to validate user.
I have implemented this python.

So I'd look at the equivalents of maapi_get_user_sessions(), maapi_get_user_session() and maapi_get_authorization_info(). Between those you should be able to get what you need. Perhaps a js wizard can answer this better.
