How do I submit a "Showstopper" bug to the developers ?

When I install and try to run so-called "stable" version 161206 it closes immediately with Windows exception 12200.

When I install and try to run version 170807 it runs fine. I believe this was called "Preview" version on download page,

I am running Win7 Home Premium with latest updates installed.

Stable is rather old and would be updated soon.
Preview build is preferred nowadays.
