actual emergency doctrine
Nations have single person executives to deal with time-critical problems coherently. An individual can react instantly when necessary, in ways that a large en banc court or a collective legislature cannot . Keyword: necessary. In order to facilitate handling emergencies, laws are enacted that allow the executive to grant himself extra authorities by 'declaring' an emergency. This means to declare that a serious emergency exists and is recognized as such. Such laws are not intended to allow the executive to redefine a non-emergency as an emergency. Declaration of an emergency in the absence of a real threat to public safety are fraudulent, illegal, and starkly violate an executive's duties and limits of office and basic trust. Declarations of emergencies are not in the law to allow an executive to declare himself all-powerful on a whim.
Hiding in plain sight as Trump idiotically destroys the USA while the world gawks and gossips is that fact that all Trump's current emergency declarations are starkly fraudulent. Malfeasance. Capital crimes.
Trade deficits are obviously not emergencies.
Violent crime in DC is declining, and is not in the top 20 of US cities, according to a sign I saw at the White House recently. Memphis is apparently #1.
Although I support sanctions indirectly against Russia via e.g. India, the Russia threat is not an emergency matter, or Trump knows something that calls for a lot more than a chat with Putin.
Trump's abject incompetence is the emergency. There are alternatives. Nothing he is doing under emergency powers is legitimate.
