uploading and associating a video from laptop

Hi,

 Is there a way to associate a video from my laptop which is connected via browser to the server to a screen ?

in other words, i want to be able to upload an advertising video from my laptop which is connected to the server and associate it with a screen/screen feed.  How to do this ?

currently i see the video requires a URL, instead i want to just upload it from my laptop connected to the server. How to do this ?
