1- I personally use DM to collect and analyse the messages between a mobile (UE) and a network. I use it with Qualcomm QXDM and QPST tools to analyse wireless protocol stack messages. With commercial phones, usually the DM is blocked as a security measure as it allows you to decapsulate the messages sent/received by the UE. I haven't heard about another use for it until now.
3- If DIAG mode is enabled, you can see it in your Device Manager. Here is a snapshot of mine. That means you have to install the correct drivers for the device (which was tricky with many phones). The device should has Qualcomm Chipset!
Diagnostics Mode can be used to change your device's radio band & modem settings and other stuff like changing IMEI address or MAC Address, if you have appropriate software like DFS CDMA Tool or QPST.

If you mean the developer options, then as of Android 4.2 I believe, one of the things about the developer options is that the menu is just hidden now. You have to purposely enable the menu to access the options.

Washer popped the ckt breaker when started. My husband cleaned the filter and restarted. Now washer wont fill with water. It starts, you can hear the water start going in but then it stops and the arrow continues to blink. The cycle never finishes. I can put it on rinse and spin and it will place some water in it and it will remove the water.I downloaded the smart app and got the code for the door cleaned it and got a code for checkpoints. I can not get it to go into diagnostic mode based on the youtube videos (I watched several different ways). I also obtained the service manual for the model, but I can't get it in diag mode to pull codes.I believe it might be the water pressure sensor based on other inquiries I've read. Is there a way to pull codes or guaranteed way to get it into diag mode so I am not changing random parts? I was an aircraft electrician in the military, so I am not scared of breaking it down if I have to. Thank you in advance for any help.

This is not only required to activate the phone on some networks, but also helpful in alleviating some problems like restoring your IMEI using QPST. However, for many Samsung devices, that is no longer a problem. Now, you can get all this functionality back without flashing back to a stock ROM.
XDA Senior Member autoprime has put a thread that not only gives a profound amount of information but also provides a script to make it all easier. The suggested way is to use a script manager application to apply the script. As autoprime explains:
Open script manager, browse to script files on SD card, select script, set to run as SU and hit save. Do this with both scripts. Now you can use the script manager in the Widgets section to create shortcuts on the desktop for easy access. Hopefully these scripts get built into CM10 so this method is no longer needed. You may or may not have to unplug/plugin the usb cable after new mode is set.
The Epic 4G Touch was having some troubles with the script, but autoprime managed to fix it in short order. Additionally, this method will soon support other devices.
