This message is for informational purposes only. The Bloomington Plan
Commission will hold its next meeting on Monday, September 8, 2025, at
5:30 pm, where a final vote is expected regarding a proposed amendment
to the Unified Development Ordinance (UDO) concerning a new Single
Room Occupancy use.
This amendment proposes to replace the existing "Residential Rooming
House" use with the new "Single Room Occupancy" use and its related
standards. The amendment process was initiated by Common Council
resolutions in 2024 and in 2025.
The Single Room Occupancy (SRO) use proposal includes several key provisions
In R1, R2, R3, and R4 zoning districts, SROs would be limited to a
maximum of 3 bedrooms. There would be no limit on the number of SRO
bedrooms in other zones.
A maximum of two adults would be permitted in each SRO bedroom.
There would be an owner-occupancy requirement within the R1, R2, R3,
and R4 zoning districts.
SROs are noted as potentially providing more affordable rental rates
and the possibility of an affordability requirement was discussed
during prior hearings. The current proposal does not include specific
affordability requirements and city legal has advised that it is not
legally possible to require the affordability of SROs.
Also following city legal advice, the previous proposal to require
non-profit ownership was removed due to potential legal challenges.
This means that any entity, including an LLC, can own an SRO.
