Windows annoyance: When selecting only a few files to extract, Windows extracts ALL files

I've recently stumbled upon a Windows annoyance in that, when browsing a compressed file of any type (be it .zip, .rar, .7z, etc.), if the file is extremely large with many files and I only want to extract a few files, Windows has to extract EVERY file from the compressed file (to a temporary location, I presume) so it can find just the files I want and put them in the place I want Windows to put them. What on earth is up with that?

No, I have Windows 7 with 7-Zip installed, but I switched to a trial version of WinZip.

Perhaps you have 7-Zip or WinRAR installed with integration mode where it looks like it's windows but actually a third party software.  I have never had issues with windows I just highlight what I want and drag it to the folder and it extracts just that.
