I'm using an AMD Athlon X2 CPU with 4GB of RAM, yet sometimes my CPU
usage goes to 100%.

I previously had no issues for the past year. I thought it was an
SVCHost.exe process that was causing the issue, but I had tried to
apply a patch to fix that and still seem to sporadically have issues.

Anyone know what I could try? Any system monitors or tools I could
use?

I am fairly proficient with computers, so feel free to use technical
terminology.

what's the name of the process that uses the processor? check the processes list in the task manager.

At first it was scvhost.exe, but I applied a patch to correct that.

Now it seems to still take 100% CPU usage, but only the System process
is high (90-95%). I thought the System CPU usage was supposed to
balance out the other processes, but I am stumped. :(

Its a common problem, there's actually a virus that causes that, happened to me before, in just googled svchost 100% processor or something like that, found a small exe fix for it, and it actually worked, I wasn't sure if it was some virus or anything like that but guess I was lucky, but that was a really long time ago, don't have the exe now. You should find solutions easily on google.

I saw a similar situation recently on a laptop. It was only happening when the user was using AC power. Turns out the power supply was underpowered for the laptop.
You do not mention if your system is a laptop or desktop.
