Help with unbranded tablet??

I purchased an unbranded tablet at the flea market, I am currently STUCK because I am at the login screen and another user/owners credentials/username is there and I cannot add a new account or reboot in safe mode or anything.... How do I create a new account or reinstall the OS??? KUDOS TO ANYONE WHO CAN GET ME AND THIS TABLET ROLLING (I AM A DESKTOP SUPPORT TECH/HELPDESK TECH, BUT HAVE NEVER HAD TO MESS WITH TABLET ISSUES/CONFIGURATION/REINSTALLATION/USER ACCOUNTS RELATING TO TABLETS OR WINDOWS 8.1
