The Formal division will be a 6-round Swiss with 9x9 boards and 28
minutes each sudden death. The Open division will be a 4-round Swiss
with 13x13 boards and 43 minutes each sudden death. Both will use
Chinese rules with 7.5 points komi. There are details at

At 08:00 GMT (=UTC, =Zulu time). I think that this is 01:00 in
California, but I am not sure how daylight saving applies there.

my time zone as "Pacific Standard Time (Los Angeles)", and then says
that it is using "PDT" and that the tournament starts at 01:00. (I find
it odd, and confusing, that the default timezone for that page is GMT,
but when I tell it to use GMT, it uses BST instead.)

Well, I knew it was California Daylight-Saving time. I've now checked,
and I see that Californis doesn't shift back to straight Pacific
Standard Time until November 4th. So, this tournament starts at 01:00
in California.
