Dear Friends, Sometime last year, we advertised for the attached TORs and RFP for a solution to upgrade APSEA's website into an interactive website with several features described herein.   We got only a few responses and the project was parked for a while. 

Now, within the next few days (before the 30th of March 2017), we need to complete the procurement of an expert for this project on a scaled down Solution covering only the essential parts only ( we need to discuss) that will bring together as many as 50k individual professionals spread out throughout Kenya and East Africa using a web app with such features as integrated mobile payment system (e.g pay pal and M-pesa) and e-learning modules 

If you can or know any expert in this field, I am looking for a quick referral to discuss this business and get at least 3 CVs and Their quotations by Monday 27th March 2017.
