Adding YOMM2

Hi,

I am preparing 2 PRs to add my YOMM2 library to CE. A while ago, I entered an issue for that, some work was done, but never completed. That's on me for being lazy, now I am learning how to do it myself.

My PRs are: https://github.com/compiler-explorer/infra/pull/1063 and https://github.com/compiler-explorer/compiler-explorer/pull/5347

I got it to work on my local instance of CE, but there are still a couple of improvements that I would like to make, if feasible.

1. My library absolutely require C++17 or above, and -O3 is strongly suggested. In my tests, I had to add these flags manually, in the compiler  flags field. Is there a way for a library to provide or suggest default flags?

2. Somewhat similar: my library depends on Boost. I had to manually select a version of Boost in the Libraries form. Any way of automating that?
