Problems with files being in Documents and Settings >> User files

I HAVE A VERY BIG AND IMPORTANT PROBLEM!!!
After some virus attacks I chose to Reinstall Windows XP Home WITHOUT
deliting files and settings. Under the reinstallation the progress
STOPED and refused to continue! I tried to restart my computer but the
installation process stoped again at the same place.
I need my files from the DESKTOP back, and the [R]Repair funktion of
the Win. XP doesn't work eather!
I should say that I heve a SATA HDD 250 GB
After this I have inserted my HDD into another PC and copied all the
files I needed EXCEPT Documents and Settings >> User files, where the
most NEEDED files WERE (AND STILL ARE).
I COULDN'T ACCES THOSE FILES! It was shown 0 bytes in each of the user
folders (which is OF COURSE NOT TRUE) and when I tried to click on
them it shiwed: ACCESS DINIED or something. As I understand and have
been told the problem is thet I MUST ACCESS to my 250 GB HDD AS AN
ADMINISTRATOR, but I CAN'T do it because I DONT HAVE AN OPERATING
SYSTEM ANY MORE!!!
HOW CAN I SOLVE THIS PROBLEM?????
Someone said I should run Linux from CD (Like Knoppix), but are there
any other things I can do???

PLEASE HELP IF YOU CAN!!!!!
