Question about mapping Sun's function keys

One of our application software programmers has a question that neither of
us know the answer to.

On the Sun keyboards there are the F1 -> F12 keys.

What we would like to happen is that if one of the Function keys are pressed
while the focus is in an application, a programmed (by Xdefaults, or whatever
X resource) keystroke is returned, as if the user had typed it on the keyboard.

Any pointers in achieving this goal will be appreciated. E-mail is preferred,
so that the net isn't cluttered with the answers.
