Emulate a laptop Fn key with the Windows Key

Does anyone know of, or maybe a saavy windows programmer can knock up:

A utility that emulates a laptop style Fn key using the Windows key.
IE:
Win-Key + u ==> Left
Win-Key + o ==> Right

This would totally kick azz because I don't have to keep reaching down
to the arrows. I can use what I've learned from the laptop.
