DLG dialog file format wanted

I am looking for the file format of the DLG file so I can create a
dialog source code generator which makes C or Pascal Windows source code
for the selected dialog. Anyway, I have Borland C++ and Turbo Pascal
for Windows, and neither has the SDK docs, nor can I afford them at this
time.. (so I apologize if I am asking for something which is in the
docs)
