NTCPLAPP Sample App Compiles, but doesn't work.

I recently tried to try and build a contorl panel application, using the
sample code from the Developer Network. THe sample name is NTCPLAPP.

The sample code builds great with MS VC++ 4.1, but when I run the
contorl panel then it doesn't appear. If I use the supplied
pre-compiled version then it works great.

The sample says that it was written under VC++ 2.2?

Does anyone know what's wrong with the sample, or has someone build, and
used it.
