Why would you want to install a patch if the same patch is already
installed?
If the patch is already installed (same base-rev), you do not need to
reinstall
it. However, you are able to "update" using a new patch with a higher
rev.
You should consider to use 108869-18, which is the latest available
revision of this
patch.

YOu were trying to install the package that was shipped within the
patch?
This will not work. Patches ship deltas only, i.e. you need
to have the full package already installed on the system before you can
install a patch on it.
Also, you do not need to backout patch if you want to install a newer
revision. Simply install the newer one it. The patch dependencies
modeled in
the patch prevents you of corrupting your package (system).
