X0.hosts file

Whatever I'm doing with the X0.hosts file is not correct. I'm probably
doing something real obvious, but I can't find out what it is. I'm still
getting the "server refused connection" message.

The X0.hosts file should (if I understand it right) specify those hosts
which are allowed to display to the local server.

So if user BILL on host FOO wants to login to BAR and run a program PROG
then he types

FOO:/home/BILL > xhost +BAR
FOO:/home/BILL > telnet BAR

BAR:/home/BILL > export DISPLAY=FOO:0
BAR:/home/BILL > PROG &

This works fine for my machines. But I want to skip the xhost +BAR step.
Therefore I tried 2 things. I put "BAR" in the FOO:/etc/X0.hosts file
and I also tried putting "+ BAR" in the FOO:/X0.hosts file.

Neither of these things allowed me to skip the xhost +BAR step.

What am I doing wrong?
