Whose .netrc is used?

Does anyone know what the enviornmental variable is that used to determine
from which user's .netrc the target machine's username and password are
extracted. It doesn't seem to be USER or LOGNAME. I need this
information to run a ftp client from a cgi program.

It uses $HOME/.netrc .
