No idea about TOR-friendly*, but Yandex didn't require a phone
number when I made an account with them - I used a fake name. They
suggest adding one on the account page though, so I don't know if
they might force you provide one for new accounts these days.
* You could try connecting to their IMAP server at
imap.yandex.com
just to see whether it lets you in far enough that you _could_
log in if you had an account:
