New to CDE - Extremely basic problem

Im new to running CDE. I just installed it here on an AIX server so
that someone can access it via vnc. VNC is installed and running, but
here is my problem with CDE.
(CDE wasnt installed by the base install of AX 5.3, so installed it
from CD2 of the installation media)

There is no front panel. Once the X Desktop window is closed, there is
no way to open a new one (nothing in the shortcut menu). Also doesnt
seem to look good - the background is a black center line, fading to
white.
What have i done wrong? I have done this previously on solaris and it
works fine...
