How to modify the common System Folder

Hi:

Well, I'm sure I read all the FAQ, I know how to modify a System Folder with the
systemfolder command, but I just can't find how to modify the common System Folder
which is used by some non-Mac Users here, so please, if there's a way or there's
not, please, do tell me,

I prefer to get the answers by email, this way if I get
too many responses I'll just send a compilation of the answers to the group.
