syslogd crapping out

Having problems keeping syslogd process running. If I enter:
#startsrc -s syslogd
I get a message that the subsystem has been started and references a
PID, but if I check for a process a couple seconds later, I don't see
it. Also if I enter:
#lssrc -s syslogd
I get the following line returned:
syslogd ras inoperative
Entering:
#refresh -s syslogd
returns
0513-036 The request could not be passed to the syslogd subsystem.
Start the subsystem and try your command again.
