vi /etc/inetd.conf and place a # in front of the following line

#login stream tcp6 nowait root /usr/sbin/rlogind rlogind

kill rlogind if it is running, and restart inetd

No, as long as you re-HUP inetd process ID. You can do this by
searching for inetd: ps -aef | grep inetd
become root
kill -HUP {pid}
where {pid} is inetd process ID you found in your grep...

The AIX way of doing it is:

# refresh -s inetd
