Tape drive mystery

lsdev -Cc tape
shows our 4 FSCSI tape drives (in a library via the SAN), but 3 of them
are only "Defined" and just one is "Available".
Apparently it should be possible to make one of the others "Available"
with (e.g.)
mkdev -l rmt1
but this fails with:
0514-045 Error building a DDS structure
In spite of this the device special files exist and the drives can
actually be used (as long as we manually configure them in our backup
software - it just can't detect them automatically).
All explanations/things to try next gratefully received.
