What could be the reason ?
Interesting I can do backup of the same directory by sysback/6000 on
the the same 3570-B01 tape.

The error means one of the following problems:
You issued the tar command without the -b flag, but the tape drive had
an incorrect block size (4096).
You attempted to create a new archive beyond the end of the tape
marker using the tar command.
The tape density is incorrect.
The tape medium is defective.

You are right, Tape drive (IBM Megstar 3570-B01) has block size as
4096.
Does it mean I can not have block_size = 4096 for tar or I can not
have
block_size = 4096 for 3570-B01 or I have to mention block_size (-b)
when I am using tar ?
(1. Is it possible that tar is having some default block size,
2. or tar does not take block_size from tape drive attributes?)
