They're leftover from 'vi' or 'ex' editing sessions that were in process
when there was a system crash or telnet disconnect or something. Under
normal circumstances, the person editing the file should have received
mail explaining how to recover the session. It's generally safe to rm
any such files more than a few days old: if it wasn't important enough to
recover at the earliest opportunity, it must not be important. The files
should be owned by whover was doing the editing, when in doubt ask that
person.

My /var/preserve is empty, but I assume these files are created by vi,
in order to recover after a crash (the '-r' option of vi).
