That was my first impression too. But there could be a real reason,
like wanting people who can work with the cyrillic alphabet, or has
special knowledge about India. However, I doubt it.
Of course, if the US government finds out that Softec USA specifically
asks for work force from outside the US, and use false statements to
support the green card (work permit) applications (like having tried
unsuccessfully to find workers from the US first), I bet Softec will
be in trouble. As they deserve to be.
