Are there any files in /etc that has to be permitted read-write
to users. Thanks.

Depends on your system. If your system has /usr/tmp, /usr/spool and things
like that (as opposed to symlinks to /var/tmp, /var/spool, etc), then many
of those need to be world read-write. Other than that, I can't think of
any that need to be.
