Secure FTPD

I am in need of a more secure version of ftpd and ftp.
What I would like to do is to dis-allow any one from using ftp unless they
are in a named file.

The version I have does allow a named file /etc/ftpusers but that would mean
that all users would have to be maintained in this file which would take up
time in admin work.

I have looked at using a TCP Wrapper but the access control only seems to
be on a host basis and not user id, and still seems to have the same problem
that unless the name is in the access control file then the user can still
use that function.

Does any body have idea's.

Look at the wuarchive wuftpd (ftp from wuarchive.wustl.edu). I believe
it has what you want (but I'm not positive).
