what's the principle of the retrieval of stopwords?

stopwords are usually ignored by search engines like google when it is
indexed.however,most search engines claim you can put quotation marks
around your search terms and run a search. since there is no these
stopwords in the index list, how can a search engine retrieve these
stopwords, look for them in the document server? what's the principle
behind?Appreciate your help!
