Can someone please tell me how to put matrix dimensions underneath the
variable in an equation? I have checked several LaTeX documentations
as well as amsLaTeX documentations and have not found a solution.

If you \usepackage{amsmath} you could say
\[
\underset{m \times n}{[a]} ...
\]
